This I know and have investigated. There is no such thing as choline-stabilised silicic acid. These solutions are primarily silica. Read my book for more on this subject.
No, this is not silicic acid. The compound as advertised includes a double bond between Si and O. It may form silicic acid upon dilution in water but I am extremely sceptical. In 40 years of working with silicic acid I have not come across this product and it is interesting that it is advertised as being an antagonist of aluminium toxicity, my research!
